That over-ride is designed to be rarely used because by its nature it is a heavy duty political action. AND YET it can not be used to suspend the democratic and mobility rights. This is because these are the rights by which a provincial legislature or the Parliament of Canada would depend on to enact the over-ride. There is no cabinet-majority decree; no diktat from the Prime Minister's Office that can do what the Notwithstanding Clause can do.
This is a point of comparison with Trudeau's extremist action today.
These are the very rights that the CONVOY participants and supporters have exercised, are exercising, but which are now under attack by a Federal minority government which could resolve the political problem with a political solution borne of the exercise of those very rights. The problem and the solution do not necessitate extraordinary measures.

At that time the thought was the Western provinces might be integrated into the USA. Western Canada is resource rich.
