He could have gone to NYC as easily or Rochester, far more easily, and found an area with the demographics he was looking for. You don't need a big conspiracy at all. One person in the right place is all it takes, and that place is always in the chain of command pertaining to communication protocol. Dispatch puts out general alert of ongoing situation to all officers, and to station commander, protocol kicks in and officers congregate to location. So far so good.
But now, enter the Burke (I call these kind of people Burke after the character in Aliens, the corporate exec sacrificing the soldiers to secure a specimen).
Burke acting as liason between commander, officers, and all other concerned gets first-responder report from the first officers to arrive. Burke then notes this down, and takes five-ten minutes getting it to the commander. Burke then takes the same time getting back to the officers, gets new info, repeats the process.
Pretty soon, that's one hour waiting time while Burke simply does his job the way it's intended due to managerial practice and procedure.
You can compare it with all too many militaries. I'll use a swedish example:
Initially, when swedish troops were stationed in Afghanistan, they were forbidden to wear protective gear (vests, helmets) when on urban patrols, they were forbidden from carrying their weapons loaded, and they were under orders not to return fire if fired upon until they had clearence from the top.
Meaning, if they get attacked they are to go to ground and stay put while the com tech gets in touch with base commander who must then get hold of his commander back in Sweden, who must get in touch with CoC, who must check with the department of defence, and then pass it back all the way to the patrol group under fire.
Because politicians, civil servants and bureaucrats really are that stupid. It took the lives of several swedish soldiers and sharply dropping numbers volunteering for foreign service to bring about change: by then the damage was done and the number of volunteers for any military service had dropped so low they had to bring back limited conscription.
