Yep. That's how we count here in WA. If you are in days 1-35 or so of the jabs, you're counted as unvaxxed. And if the hospital can't confirm your vax status, you're counted as unvaxxed.

I don't know how exactly they are doing it, but US governments have to be dramatically understating the hospitalizations and deaths among the vaccinated. 1) Our biology is not different than people in the UK, where 80% of deaths are among the vaccinated. 2) If only 30% of deaths in King County were vaccinated, then we should easily see that counties in WA with low vax rates had much higher COVID deaths/100k than King County (or other high vax counties in WA). Instead, what we see is no relationship in last month between vax & COVID deaths at the county level within WA. One of the super insidious things that we do here in WA is counting everybody with vax status we can't confirm as 'unvaxxed'. There's no way to even track this as far as I know (Oregon keeps a separate unconfirmed category.) Of course, this is in addition to counting people in days 1-35 of the jabs as 'unvaxxed' as well.
Maybe they only count boosted as vaccinated? In that case, you get the statistical artifact of better protection when you divide deaths by boosted today, instead of by boosted 3 weeks ago.

Actually forgot that I wrote about some evidence of testing bias within IL data. TLDR: % vaccinated of hospitalizations should roughly match % vaccinated of deaths.
